The Township has provided fire and emergency services to the MSIFN since , initially under a negotiated agreement where it received payment for services from the MSIFN.

Those revenue shares offset the costs of providing the road maintenance, fire protection, and emergency services, as well as contributed to numerous municipal capital infrastructure project over that time.

The Township acknowledges, and is truly grateful for, the significant value that the revenue sharing agreement with the MSIFN brought to our community.

However, at the end of and subsequent to the Ontario Lottery and Gaming OLG taking over operation of the casino, the Township stopped receiving its traditional share of casino revenues that paid for these municipal services.

This significant financial loss forced the Township to review all services, and associated costs, that it provides to both the reserve lands and casino.

The Township has since successfully concluded an agreement with the OLG for the costs to continue providing road maintenance, fire protection, and emergency services to the casino, but regrettably has been unable to do the same with the MSIFN for the reserve lands.

The Township is proud of the long-standing partnership and friendship it has with the MSIFN and is currently working to conclude negotiations for an updated Municipal Services Agreement related for provision of road, fire and emergency services, as well as to establish a new Friendship Agreement between the Township and MSIFN.

The Township is committed to trying to find a mutually acceptable solution that ensures the MSIFN have access to these services, delivered in a manner that is financially sustainable for the Township.

The new Municipal Service Agreement between the Township and the OLG to provide services to the Great Blue Heron Casino triggered the reinstatement of the former fire protection agreement to service the rest of the MSIFN lands.

Unfortunately, the manner and fiscal realities of delivering these services have changed substantially over the last 22 years. For example, the agreement provided for more limited fire protection services than are currently required and, historically, roads services were provided as needed i.

The costs associated for delivery of services have also increased over the last two decades. With the year revenue sharing arrangement terminated, the dated agreement needs to be updated to reflect the current service needs of the MSIFN and present-day costs to deliver those services.

As such, the Township and MSIFN entered into negotiations for a new, modern municipal services agreement reflecting modern costing, and to establish a Friendship Agreement similar to agreements that have come as a result of the Truth and Reconciliation Commission.

The Township hired a consultant to assess the cost of road maintenance, fire protection, and emergency services specifically for the MSIFN lands to ensure negotiations were based on accurate, fair and current day realities.

However, the MSIFN did not agree with the method used to calculate the costs and requested consideration of only costs directly associated with road maintenance, fire protection, and emergency services.

In essence, the Township will absorb the cost difference. The Township is also not opposed to the structure of the payment split between a fee for services and a discretionary friendship payment.

However, the Township does need the certainty of a fixed term for those payments to be able to plan accordingly for services across the entirety of the municipality and MSIFN.

Groups of Iroquoian speaking people for centuries lived across what is now southern Ontario, including here in the Scugog region. When the French explorer Champlain visited Ontario in , he met a large population living in groups of palisaded villages near Georgina Bay.

They occupied communal longhouses and grew corn and beans in fields they had cleared from the forest outside the villages.

These Iroquoians, who the French called Hurons, together with the nearby related Petuns and Neutrals, likely numbered over 60, The Iroquoians had only retreated to their fortified locations shortly before the French arrived.

Stone and pottery artifacts found across the area are often related to these once numerous Iroquoians.

Death and Dispersal: Following contact with the French, European diseases swept through native communities bringing death to over half the populations.

Then in the s, warriors of the Five Nation Iroquois Confederacy from south of Lake Ontario launched attacks on the Ontario Iroquoians and by these once populous villages were burned-out ruins; the occupants either dead or dispersed.

The Algonquians: Up along the north shore of Lake Huron and east along the waterways over to the Ottawa valley, groups of hunter gathering people lived.

They were different from the Iroquoians and they spoke variations of a language which linguists today call Algonquian. They included groups called Ojibwa, Mississauga, Ottawa, Nipissing and Algonquin, not to be confused with the language name: Algonquian.

These Algoquian speakers lived in small family groups in single-family bark covered wigwams and secured all of their needs from their environment. They hunted and fished and gathered plant material for food and medicine.

Their staple food crop was wild rice gathered from shallow waters in late summer using their birch bark canoes.
